This air-ground integrated backbone networkprovide the access service of emergency response application. It has the capabilities of decentralization, self-organization, automatic relay and rapid deployment, which can effectively support the emergency monitoring and controlfor large-scale activities.
The motorized emergency system is composed of AMPs, special vehicles, security personneland on-site air-ground integrated self-organization network. The AMPand special vehicle are responsible for carrying various detecting devices, denial devices and communication devices. Particularly, the special vehicle has a special role as the carrying platform of on-site commanding & controlling center. Furthermore, the satellite communication device is employed to transmit real-time information to the remote command center.
With the deployment of distributed backbone network, the system realizes the network coverage for headwaters, water supply, sewage-treatment plants, pumping station. Furthermore, with the application of monitoring equipment, such as sensing devices, contaminant detection device, underground micro-vibration detection, it realizes the whole life cycle of water resource protection.

Moreover, the emergency medical and rescueapplication is built based on the core unit of mobile hospital and cabin. The mobile hospital,AMP, special duty vehicle, and ambulanceman are interconnected through on-site level self-organizing network. The AMP plays an important role of on-site search based on the optical and infrared sensors, as well as the network node of air communication relay.
Through the air-ground integrated backbone network and SATCOM, the emergency medical and rescue system can be accessed into the corenet of NGECS for remote medical support. The command and control center can collect various on-siteinformation and realize resourse scheduling.
